Annual Parochial Church Meeting (APCM), Electoral Roll & Place Audit

1.0 APCM & Electoral Roll

Every parish must hold (no later than 31 May each year) an Annual Parochial Church Meeting, often referred to simply as ‘APCM’.

The relevant section of the Church Representation rules should be studied carefully in advance of these meetings to ensure they meet legal requirements.

Parish Resources have an APCM checklist that explains what actions have to be taken and when.

After the APCM The following returns need to be made: 

  1. The Electoral Roll Officer needs to inform the Diocesan Office of the electoral roll number. This can be done through the annual Statistic for Mission return available on the Online Parish Return System. If you already have a username and password, this can be used again. If you require a reminder of your details or would like a new username and password, then please email reception@southwell.anglican.org.
  2. The PCC Secretary completes the on-line Place Audit information (see below) which notifies the Diocesan Office of any changes to parish officers. 
  3. The PCC Treasurer returns a copy of the approved PCC Annual Report and Accounts to pccaccounts@southwell.anglican.org (if you are unable to submit these electronically you can post paper copies to The Finance Department at Jubilee House). 
  4. If it is a year when elections to deanery synods have taken place (next due in 2023), those elected need to be notified to the Diocesan Office.

2.0 Completing a Place Audit

What is a Place Audit?

Following your Parish’s APCM, you will be asked to provide details of the PCC Officers in your parish. A Place Audit is a way of recording online the details of officers in your parish. It allows rapid, paper-free updating of the details held on the Contact Management System (CMS). 

It is important that the information held on the database is accurate and up to date to ensure effective communication and compliance with legislation. Please do complete the Place Audit as comprehensively as possible, including an email address where available. 

How to Complete a Place Audit

The PCC Secretary  will receive an email directly from the Diocese, this will be sent before the end of April, entitled “Annual Return of Parish Officers following an APCM.”  The email will give an overview of the process and share the instructions on how to complete the Audit, which are also available here. 

You do not have to complete the Place Audit in one go. Details are saved as they are submitted. You can resume the Place Audit by clicking on the link in the original e-mail message. When all the posts are marked as submitted your Place Audit is complete. 

These changes will be checked by the Diocese and once approved will be live on CMS.
