BUILDING MANAGEMENT PORTAL
Please note that as of October 2026, the Building Management Portal has replaced the Online Faculty System (OFS). The portal provides a more structured and guided way to manage faculty, List A, and List B processes. The legal framework has not changed; the portal provides the digital route for preparing, submitting, reviewing, and managing applications.
The Building Management Portal is a national digital system, built and maintained by the Church of England for managing applications relating to works on churches, their contents, and churchyards.
The portal is to be used for List A, List B, and faculty applications, and provides a clear, structured way for applicants, parishes, DAC teams, archdeacons, registrars, chancellors, and consultees to work through the application process.
The previous Online Faculty System has now been replaced by this new portal. Existing and historic cases from OFS have been migrated into the Building Management Portal. As part of onboarding, dioceses have been asked to review imported information and test representative cases to ensure that any issues were identified before the final transition.
The legal process itself remains the same. The Building Management Portal provides a new digital route for managing the same permission framework, with clearer workflow stages, improved case visibility, and role-based access.
Accessing the Building Management Portal
Users can access the system through the CofE Portal. This provides a secure login route and includes two-factor authentication. When using the portal for the first time, you may need to complete a one-time registration process so that their role, diocese, and church access can be assigned correctly.
Training and guidance
